Increase engagement of employers in workforce development

  • To increase the number of economically active adults who have achieved Level 3 by 30,000 [Local Targets]
     
  • Forge links between a large employer and smaller companies in the supply chain by instigating one pilot project to test the feasibility and added value of sector based initiatives to address Investors in People, management and leadership development, basic skills, key skills. [Skills Strategy]
     
  • Work with clusters of employers (directly and in partnership) to engage employers in workforce development [Learning Strategy]
     
  •  Support projects which pilot new ways of delivering learning to employers and employees [Skills Strategy]

  • Create innovative learning opportunities that fit into the patterns of daily life.[Participation Strategy]
     
  • Target and support learners in employment so that they gain new skills, particularly in identified priority sectors. [Learning Strategy]
     
  • Work in partnership with existing 'interim' CoVEs to ensure Colleges gain full CoVE status to support learners and employers in relevant sector(s). [Skills Strategy]
     
  • Establish consortia arrangements for a one-stop interface with businesses and specific sectors [Learning Strategy]
     
  • Expand IAG provision into the workplace (at least twenty new organisations make IAG available in the workplace e.g. through TUC learning representatives and peripatetic delivery). [Participation Strategy]
     
  • By 2004, at least 28% of young people to start a Modern Apprenticeship by age 22. [DfES PSA Target]
     
  • Reduce by 40% the number of economically active adults in the workforce who lack level 2 or equivalent qualifications (estimated at 100,000 in Cheshire & Warrington), by 2010.  Plans developed with partners establishing number of adults already in the workforce to achieve level 2 between 2003 and 2006.   • Effective action plans, which target deprived areas, developed with partners for Warrington, Winsford and Ellesmere Port and Neston. [Participation Strategy]
     
  • Effective IT skills pilots developed and in place to increase IT skills base and test out appropriate qualifications. [Participation Strategy]
     
  • Encourage and support appropriate partners to capitalise on the attraction of ICT as a medium for learning. [Participation Strategy]
     
  • Develop innovative ways for employers and employees to learn and network through the use of ICT and e-learning solutions. [Skills Strategy]
     
  • Investigate robust and creative ways to recognise achievements resulting from informal learning, particularly 'first step' learning to make it count. [Participation Strategy]
